Kenneth F. Hurst was born in Shakopee, Minnesota, and raised in Grand Island, Nebraska. He attended the University of Nebraska-Lincoln, where he earned his Bachelor of Science degree in Civil Engineering in January of 1966. He worked for the USDA Forest Service while attending college.

The Kansas Highway Commission hired him as an Engineering Trainee in February of 1966. He has served the KHC and its successor the Kansas Department of Transportation in various capacities including designer, load rater, Squad Leader, Assistant Bridge Engineer, Bridge Engineer, and Engineering Manager.

Kenneth F. Hurst is the Engineering Manager - State Bridge Office for the Kansas Department of Transportation that oversees the work of the Bridge Design Section, the Bridge Management Section, and the Special Assignments Unit. Since 1984 he has represented Kansas on the AASHTO Bridge Subcommittee. He is Chairman of Technical Committees for Construction and for Computers, and is a member of the Technical Committee on Guardrail and Bridge Rail. He is also a member of the AASHTO Design Subcommittee Task Force for Roadside Safety, and a former member of Transportation Research Board committee A2F07 on Metal Structures.

He is a Registered Professional Engineer in Kansas, and is a member of the Order of the Engineer, the Topeka Engineers Club, American Welding Society, Precast/Prestressed Concrete Institute, and the American Society of Civil Engineers (past president of the Kansas Section). He is also a very active supporter of the North Central States Consortium, and ASCE activities.
